Right away we must notice that there are strictures against judgment. Astrologers in the past demurred from reading these charts. Times have changed; most contemporary astrologers read the chart but it is imperative that the strictures be carefully considered. Strictures warn that there are special circumstances that may affect the answer.
.
The two strictures here are Saturn conjunct (or in) the Seventh House, and the Moon in the via combust way (between 15 degrees Libra and 15 degrees Scorpio). Also, Mercury is retrograde. The latter is not considered a stricture against judgment but must always be considered no matter where it is. From these indicators we can know immediately that it will take a very strong chart to overcome them.

First we always identify the significators and the house(s) that rule the question. Capricorn rising makes Saturn the woman's significator. Planets in the First House are also her rulers. The Moon is always a co-ruler. The Fifth House rules the daughter. Gemini is on the cusp making Mercury retrograde the daughter's only ruler. We look for aspects that bring the significators together.

The only aspects between rulers are the Moon's sextile to Mercury. That is called mutual application because Mercury is retrograde and the two planets are moving toward one another. Is this enough to bring this matter to a conclusion and a Yes answer?

There are two malefics in the First House. They are in mutual reception allowing us to move Neptune and Uranus into their own signs along with their original degrees and give a secondary reading. In this case, it does not change the interpretation. Malefics in the First House are ordinarily a negative indicator.

Next there is the matter of Saturn retrograde conjoining the Seventh House cusp. That is interesting because the Seventh rules moving, or anything that changes the status quo. The First House rules the status quo, or staying put. Saturn is in its detriment in Cancer and further debilitated by its retrograde motion. This stricture is telling her that moving is not a good idea.

The Moon in the via combust way is very unpredictable. It is like a Mars-Uranus conjunction. The totally unexpected strikes out of the blue. Some astrologers do not observe the via combusta. Master horary astrologer, Barbara Watters, tried to ignore it. She later reconsidered and returned to be warned by planets in this section of the zodiac. I had the pleasure of visiting her in her home in Washington, DC. in 1973 and she told me this personally. It works very well for me and I have many examples of it in my files.

So far the chart indicates that moving is not a good idea. Maybe there is a clue why not. The daughter's Mercury is retrograde indicating a change of plans. Mercury is shadowed by Pluto, indicating that there are some complications in the daughter' life right now. Mercury's retrograde condition probably means that the daughter is not sharing this with her mother.

The house that Pluto rules may yield some details. The Tenth House is the daughter's Sixth House. The Eleventh House is the daughter's marriage Seventh House. The Part of Fortune is very afflicted in the Tenth as it is considered the Part of Misfortune in Scorpio and 29 degrees is also considered unfortunate. The Part of Fortune is also in the same degree as the Moon's Nodes, also a very telling indicator of some sort of problem. There could be marriage problems. The Sixth house also rules working conditions and her Seventh could indicate that she herself may move from Helena to seek greater "fortune."

The Moon's last aspect is a square to Saturn retrograde. This woman needs to wait until it is apparent what the daughter's situation is. She would surely regret the move at this time. The woman was somewhat disappointed by the answer but grateful to avoid a move that she would later regret. She is a longtime client and has used horary charts in the past that have been very helpful to her.
